Load the OS 3.5 CD and run the installer. I think that one of
the choices is to make the Emergency Boot Disk. Pick that
and run it. The installer script will "build" the disk
for you.

If the OS 3.5 CD installer info is not right, then I'm pretty
sure there's a dedicated icon on the CD that makes the disk.
